What can we do to change the minds of decision makers and people in general to actually do something about preparing for the forthcoming economic/energy crises (the ones after this one!)?

In some-or-other press-organised "meet the people" event the other day he was going on about how he likes to go horse-riding, but is sad he hasn't got the time for it these days.
