What can we do to change the minds of decision makers and people in general to actually do something about preparing for the forthcoming economic/energy crises (the ones after this one!)?

My employers have marked energy saving week by leaving most of the lights on 24/7 in an EMPTY office building.

They are seeking a tenant for the building, and seem to believe that no prospective tenant will consider it if the lights are not on at all times!
