Do they actually advise installing them like that?

Surely it needs to be well above the house roof (and those trees).

Silly Billy .. it's NOT a static wind turbine ... it's a mobile turbine attached to a car parked near the house.

The car gets its power from the wind as it drives along.

More speed = more power.

No fuel needed, except for the inital few seconds to get the car up to speed
so it can get some wind power. Once done, the electric motor takes over.
