As conditions become more challenging / less pleasant in the cities there will surely be a natural drift away from such places, which could leave a bit more space for those who do stay.
In Madrid a lot of people have moved here from the more rural areas of Spain in order to find work, and over a relatively short period (20-30 years). Many of them still have close family ties back at the "pueblo" in the countryside and could (indeed would) move back there with relative ease.
Large chunks of the immigrant population in large cities will also move on in search of better opportunities elsewhere - they are already predisposed to such things afterall, and moving on again might not be such a big deal to many of them, culturally speaking, compared say to the families who have lived in the city for generation upon generation.
