I may be talking rubbish here but that's always a risk. The best solution for charging would involve the socket being dead until an EV was plugged in, surely?
So why not plug the car in and then use a chip (and/or pin) card? If the plug is removed the supply is cut. To prevent malicious or accidental removal a retaining bar secured by the drivers own padlock would do.
At the moment a conventional car can fill up anywhere so I think that a standard plug, even if a special design would be an advantage.
