30% of Japanese houses to get solar panels

What can we do to change the minds of decision makers and people in general to actually do something about preparing for the forthcoming economic/energy crises (the ones after this one!)?

When I lived there, it was surprising how many people already had solar for heating water. My father-in-law used to have it at their old house 20 years ago! Silly buggers don't have it at their current house.

Now, if they could then insulate the houses too to even crappy British standards, let alone proper German style standards....
