ANY construction or excavation requires permission ... except digging irrigation & drainage ditches, EXTENDING an EXISTING pond, and drilling a water bore . (Not sure about digging a well)'d be very surprised if underground tanks require planning permission,

We have to get permission to dig a well here too, but for the time being there's no legislation covering ground water - thank goodness - because you can't get water bins here easily - everybody is storing water.
The year before last I was getting a bit scared about the water problem. I had to give up watering in July. The ground was so dry that even watering with town water at a good debit, the veg weren't getting enough. We've spent the last couple of years trying to do what we can to find water and get our storage sorted out. I think water may be one of our biggest problems here soon.
We spent what seemed like all summer talking to the Police d'Eau (Water police).
We're making a (22h) nature enclosure round the house and a stream passes through it. We're also making wetlands and looking for springs to stop our fields flooding and help the stream flow better in Summer for the animals in the fields.
After one or two sessions with the Police, I was amazed by how vigilant and informed they were. The rules here are very strict, but common sense prevailed and we got the go-ahead for everything we wanted to do.
On the other hand we had to wait for a year for our dear Mayor to give us permission to build a fence ...
