I have a horrible feeling it would not play out very differently if/when something similar happens in UK or Ireland.
There is just a lot of posturing and arm waving at a political level and nobody taking charge of or any emergency plan. No wonder folk are incensed. Then there is a matter of a lot of development on flood plains etc. The politicians really do not get it. The Guardia Civil are maybe not the best body for this as they have a lot of history going back to Franco and the civil war.

UK response ! give parking tickets to all the drowned vehicles piled in the streets.
Issue fixed penalty notices to those placing ruined belongings outside their homes "putting out refuse on the wrong day"

Ye gods but you seem to be, probably justifiably so, just even a tad more cynical about the bureaucratic and legalistic "arse covering" and blaming others, to distract from their own shortcomings, mindset of TPTB than myself!! Six years trying to make a difference in local government was enough for me. This is will prove to be one of the significant reasons why any "official" response to the manifestations of climate change
and what needs to be done to respond to and mitigate them, will be continue to be so outstandingly underwhelming. The cute hoor politicos and more than my job's worths will see to that.

My cynical remarks regarding parking tickets etc. following a disaster are based on experience !
After a riot in the City of London resulted in considerable damage, the main response of TPTB was to issue parking tickets to vehicles of contractors removing debris, and also fixed penalty notices for "fly tipping"

I was working in the City during one of the riots. We spent it drinking in the Vino Veritas wine bar though I did pop out to have a look at some of the riots. I recall a rather nice Mercedes sedan car on fire with the whole of the passenger compartment burning fiercely but the safety hazard warning lights were working very well - informing people of a hazard, obviously. Here in York the Gurkhas of Imphal Barracks do a lot of the emergency 'stuff' during/after our floods (which are quite a common occurrence).
But HMG in their wisdom are closing the baracks down.
