A bit smaller scale but the University of Auckland had a test chamber that a company I worked for used to test fridges in conditions of varying outside temperatures and humidities. I don't think it could do rain though.

The Royal Small Arms Factory in Enfield used to have a Perspex hut which was cooled down to minus lots in order to test machine guns.

Yes - but then you wouldn't be beholden to the Powers That Be.

They would invent some regulation or tax to keep you under their thumb.

In France, for example, you can be totally off-grid .. but if you ever connect to a public utility, then you can NEVER disconnect.
