That's not what they expect from their own system! Or do they expect it but not look too closely to make sure it's there? If they did look, and they wouldn't have to look too closely, they would find bribery and corruption throughout the whole political system dressed up as campaign contributions and lobbying.
And the UK isn't that far behind either. It hasn't trickled down to Parish Council level yet, as far as I have noticed as a parish councillor!!
One fact that had escaped me was that the Afghan population has nearly doubled in 20 years from about 20 million in 2000 to about 38 million now. I hear that there is a drought there at the moment and even if they had the water available, I don't think they have increased their farm land significantly in this time. I have not heard whether they are food self-sufficient or not.
The UN seems to be expecting problems as they are seeking support from various governments in case they are required to intervene. They have, and have had, people on the ground for a long time and so should know what is likely to happen.
The Taliban are not a cohesive force. They are the same feuding collection of tribal war lords they have always been. The only thing holding them together until now was hatred of the invader. There is no way that they will be able to form a central government to control the more extreme elements among them from exporting terrorism and yet more drugs.

Whom would have expected that.
Living in the 21st century is obviously not compatible with Sharia Law!! So Afghans will have to revert to the Middle ages again but maybe with some cars and electricity.
They may be better off having a few extra months to prepare for the collapse which would seem to be coming our way.
The key to enlightenment is education. Clearly Afghan men are enlightened enough to carry the burden for women as well as themselves.
Mind you, it's not that long ago that here in this country it wasn't seen as necessary for women to compete with men, and were seen pretty much as support for men in whatever sphere they chose to operate, including giving up any job they might happen to have upon marriage.
When at my school in the late 60's and 70's the girls did domestic science whilst the boys did metalwork and woodwork. No boy EVER said he'd rather do domestic science. My kids at school in the 90'sand 00's (2 boys, 1 girl) all took cookery lessons.
