Latest "green plan" suggests that flying is OK because it might become greener is some not well specified way.

It's a nonsense, anyone serious about avoiding +2°, or exceeding by as little as possible, should know global emission reductions *this* decade are needed. Grand targets for 2040 etc are irrelevant.

The infrastructure simply doesn’t exist to power fleets of battery-only electric cars; and nobody is planning to build the additional 700 charging stations per day in readiness for the ban on new ICE cars in 2030. Nor is anyone in a hurry to build the 20 additional nuclear power stations required to provide the electricity. And these are trifling concerns compared to the real show-stopper of attempting to convert our diesel haulage trucks to electricity.

Why do we need vast numbers of charging stations ?
I would expect that the great majority of electric vehicles will be charged overnight from the existing electricity supply.

The extra electricity consumption to charge electric vehicles is not that great, look at the average miles travelled, and the average energy used per mile. And of course significant numbers of non electric vehicles will be used after 2030, it is sales of new ones that are to be banned, not continued use of existing vehicles.

I suspect that the government have been told that there isn't a hope in hell of decarbonizing air travel in the near future so they haven't put a date on the change like they have with cars.

Economics still trumps climate change mitigation in government circles I'm afraid and air travel and the tourist industry contribute huge sums to the Treasury.
