Gadgets of this description remain regrettably popular.
They are purchased not only by foolish persons, but also by schools and the NHS.
I blame the popularity of this rubbish on a poorly educated population, with little understanding of basic science.

Not in detail, but most such devices claim to "regulate" or to "control" the power flow into the load.
Common slogans include "regulates power to exactly what is needed" or "prevents waste from needless power use" and "did you know that YOU get charged for brief surges in the power, this device smooths these to give a steady and controlled power flow"
Some contain no circuitry apart from an indicator lamp.
Others contain a triac circuit somewhat similar to a lamp dimmer, some of these DO reduce the power input to an appliance, but in doing so they render the appliance less effective.
For example a kettle might use 2Kw instead of 2.4Kw, but will take proportionally longer to boil.
The energy to boil a certain volume of water wont be altered, a fact that should be more widely understood, and that WOULD be more widely understood if basic science was more widely taught.

Lead is too expensive. A small piece of stone or cement is more likely.
