You don't have to like Dominic Cummings to dislike the behavior of the media outside the home of his small child.
And you don't have to not be be a gullible fool to recognize that all of the usual suspects in the bourgeois political and media class are whipping this all up into ludicrous proportions as part of a larger agenda in the ongoing cold war between two flanks of the ruling class.
The scene of baying journos and photographers all crowding around DC and sticking cameras etc through his car door - none of whom were social distancing, seems to be invisible to the frothing mob.

The lockdown is ever more unnecessary, outside of urban areas, crowds and medical situations. I still think the dose of infection seems a main factor in outcome, or repeated doses close together maybe?

Cummings followed the guidance and put the safety of his child because there was a disgusting baying mob filled with animus outside his home. He was allowed to remove his family to a place of safety.

I'm not going to get into a nit-picking loophole contest with you, my "common man" interpretation is that if something is illegal, like breaking health protection regulations, it is against the law.

What I do care about, and what some FanBoys have claimed to care passionately about, is democracy. We elect our leaders and allow them to make rules which we must obey, for the common good. In return, we expect them to follow the rules too.
A fun drive out to a castle with the family does not fall within the rules. I argue that neither does fleeing London to a remoter destination. Gov't banned people from fleeing to their second homes, my own son was unable to bring his family to stay in our detached guest cottage which would have been a lot nicer for them than being stuck in London.
