A "light weight" rifle in a "stout" caliber tends to kick like a mule which leads to flinching and misses. There are compromises to be made in rifle/cartridge selection. I think a 30-30 in a bolt action would suffice for anything you need to shoot in the UK.
My Ruger M77 in 7x57 is a bit heavy for a scout rifle but it it fits me well and comes up to aim at a running deer smoothly. As I always carry it I don't have a hand free to carry any other.

If I was in the UK, and met requirements to own, I would first look into the availability of Rem. 7-08 ammo and if it was hard to come by might shift to .243W or .308. A sporterized 303 British might also be a good choice.
I would stay away from any of the current Fad calibers (6.5 Creedmore, the short mags and ultramags etc.)as fads come and go and once they drop out of favor ammo comes hard.
Unfortunately, my collection is such that new rifle acquisitions just don't happen anymore. the last purchases I bought were for the boy to begin learning and competing, and those were 22's.
Plus a 16" barrel probably isn't the best thing for western long range hunting. Winchester Model 70 for out west, and a level action with both open and scoped sights for the eastern woodlands. Not sure how someone would cover both without making a compromise on at least one environment?

In the UK, you just need a decent kitchen knife. Maybe a slightly longer one than your opponent, assuming both have been sufficiently conditioned in the way of the sheep.
My Ruger M77 with it's 22 inch barrel in 7x57 is a pretty good compromise. I can load 120 grain bullets to 3000 fps for long range varmints and 150's to 2750fps. for deer can easily be sighted in for 225 yards which would serve in the West but my goto bullet is a 175 partition loaded to 2500 which have never failed me including moose and black bear. Of course the 7x57 is now considered obsolete in the US so ammo is a mail order proposition if you don't reload so something more current such as the 270 or 308 would be better for the new comer.

Actually the biggest problem in the South East UK ( where I come from originally ) is Eastern Europeans stabbing each other in turf wars and vendettas going back decades. Lithuanians, Russians, Romanians - all seem to hate each other.

There are far too many trees here to even see a deer at 800 yards much less hit one. And at my age, wearing bifocal glasses, I'd be hard pressed to hit one offhand at 300 so will wait until they come closer. I'll leave the 400 and longer shots to our troops in the desert battlefields of the world.

They will be unlikely to be able to get a license to hold a gun legally so will be forced onto the black market for a limited supply of weapons and ammunition. I know plenty of ex sqaddies locally so I'm not bothered about the few Syrians that we have here. Albanians are more of a problem, apparently, but I've not had any problems nor has anyone I know.

Perhaps but you have to take into account the population size of the US. At 330 million if just one out of every 10,000 people is a nut job you have thousands to deal with.
How to change our culture, education system, and mental health facilities to deal with these troubled people is the big question. Disarming the rest of the population would not solve the problem in the US and the attempt would cause chaos if not civil war.

I wouldn't consider hunting at more than 200yds, 800yds is strictly gong-clanging distance.
