No it doesn't and especially not our grandchildren. The government can magic up the money itself for free instead of the banks doing it for them and charging for the privilege.

Perhaps I should have said it has to paid for by us and I hope our grandchildren will reap the benefits of such a wise and prescient investment.
My advice to Mr Corbin is to go for the low hanging fruit first with the quickest rate of return. Whether this is energy recovery, heat pumps, insulation or whatever I have no idea but perhaps a bit of research on the results of the previous "Warm Front" program should have been learned and lessons learned.

Do you mean early Victorian levels of less government and the squalor and exploitation that went with it. If you take the building industry as an example, since the Parker Morris space standards have been removed new housing in the UK has got smaller by the year. When asked by Gordon Brown to increase insulation standards voluntarily the answer was a resounding silence and no improvement at all. If the building regulations requirements for housing were removed you would see a return to houses with virtually no insulation almost over night at that pesky cavity insulation was dropped instantly.
Unfortunately, we live in a world where imposed standards are a necessity for a civilised life bought on by the failings of the market economy.

As far as your metric (assuming you actually meant UK), of course government spending metrics are shit. The difference in this case being this metric means the UK can have only 1 aircraft carrier (running on....liquid fuel...how quaint!), whereas the US can field 11, the combined deckspace of which is twice as much as all the rest of the world's carriers combined.
Same metric, far different results! Ameri-CAN in action! Any chance with all your equivalent government spending metric you can become the world's only global military superpower? Or is the Ameri- CAN DO spirit lacking? Perhaps your government is just waiting around for the Queen to give you all permission to be more CAN DO...?

Turns out, here in America, many don't need to afford an ambulance because one is usually called and provided for us, if we are knifed or shot. Where it gets sticky is when the hospital has got you into a semi-alive state, and can't do anything else for you beyond that. And sends you a bill.
