Well, even if the drones are just imaginary, the Powers That Be now have managed to strenghten the drone regulations.

Likely IMHO.
However we still don't know the motives of the persons responsible.
I suspect climate change protesters. Extinction Rebellion have said "not us" but it could be some other group with broadly similar aims.

Whomever did it, no doubt considers it to have been a splendid success, enormous disruption for relatively little trouble, expense, and risk.
And as far as we know, they have not been caught.
