The article is hearsay, ergo there is no evidence in it to counter. It's up to you or the author(s) to provide evidence. Your man obviously has a huge grudge and has spotted a way of making some cash. Probably written with a censor looking over his shoulder it starts with the public figure of $20US a month average salary and immediately begins fudging those figures to get to an hourly wage of 12 to 15 cents per hour. Problem solved!
Then he goes on about all the free services and subsidized utilities. His example of a combined utility bill of $2 per month which he says would be nothing in the USA. But wait a minute $2 is ten percent of your salary which would compare to a $300 bill for an American making $16.67 an hour. Some subsidy that is.
When he gets all done proving his case he sums it up with this gem.
Not starving is not exactly the good life.There are less comforts and fewer high end products (no large screen TVs or deluxe computers), but overall, Cubans are far better off than some of the poor African countries where people starve to death daily.
Per Capita GDP in Cuba is about $7500 a year depending on who's figures you use. If the average worker gets $240 for himself and one dependent where did the other $14,760 go? Castro's bank account possibly?
No. It went on ensuring that Cuba has more doctors per capita than just about another Western country, in ensuring that literacy and numeracy rates and child mortality rates make their nearest neighbour (which has done its utmost to destroy this living example what can be achieved collectively) look like a third world shithole (or, at least, for a large swathe of the country.... you know.... those ones who decided they had finally had enough and Voted for Trump) by comparison.

They have more doctors but there hospitals are under equipped and short on modern capabilities.
