The urban population is not to blame - but that urban population needs to reject their overlords and the habits that bind them. They're 'guilty' in a similar manner to how soldiers become guilty of murder.

My rule of thumb, when it comes to apportioning blame and responsibility, is to look for who has the most power and who has the least, and apportion responsibility accordingly. The vast majority of urban dwellers are such because they have been forced off the land for a variety of economic, ecological and political reasons. People didn't , for the most part, leave the land at the start of the industrial revolution for material gain (though, of course, some will have. For the most part, they swelled the cities because agricultural machinery had forced them there to take up jobs which were becoming available for reasons of that same machinery employed in the factories, The rest is, as they say, history.
The majority of urban dwellers of the 21st century are as much prisoners of circumstance as were the rural serfs of the pre-industrial era. The cages that confine them are just different, that's all.
Of course, urban dwellers in "developed" countries might be argued to have more responsibility than urban dwellers in, say, Bangladesh. But, at heart, they are both prisoners of their powerful elites just the same. Again, the methods of control and suppression of dissent are just different, that's all.

Yes Snow Hope, I believe it is the key question and I am reluctantly coming to the conclusion that in order to address it we must dispense with any pretence of democracy (assuming it ever really existed anyway) and, instead, seek a more overt and unapologetic authoritarian, top-down imposed set of rules that simply force us to stop talking our rational walk towards the cliff. In other words, paradoxically, we need rescuing from the chains of an illusory liberty that invisibly binds us (or, at least, 99% of us). I say this as an erstwhile lifelong committed libertarian and so can assure you I have not arrived at such a conclusion lightly.
The problem, of course, is who gets to do the dictating? For the most part, for the majority of human history, it has been the dictatorship of tiny elites, either overtly or covertly. What we need, then, is a Marxist revolution and an overt dictatorship of the proletariat.

And every country at this meeting in Paris wants special treatment. It was embarrassing hearing our government's head whining about it (mind you, he's embarrassing to listen to most of the time).
He wants special treatment for the agricultural sector. Seeing as that's the (and especially Ireland's) biggest culprit in climate change, it's what you might generously call 'a big ask'. And cheeky to boot. And stupid.
He wants reduction to emissions based on a trading scheme. Mr Kenny, it only works if you're the only country, or one of a very small handful, that wants to do that.

In agrarian society there was very little poverty because there were very few rich people.......Very few people like the Kings and Land Owners were rich.......When very few people are rich you don't notice poverty.......When very few people are rich then poverty becomes the normality and wealth becomes the anomaly.
In industrial society there are millions of billionaires and millionaires .......As a consequence of this there are billions of poor people.
All problems have been worsened by industrialization.........Poverty is no exception.
Poverty is a very minor problem compared to the environmental problem........Industrial society has destroyed environment.........After destroying environment man will not even exist on earth.
Life can sustain on earth only when everyone is poor and simple not rich and consumerist.
All money of industrial society is blood money........All money of industrial society has blood of nature on it........All money of industrial society comes from industrial activity that has destroyed forests, rivers, oceans and atmosphere ........All money of industrial society comes from industrial activity that has decimated millions of species.
The more money you accumulate the bigger the criminal you are.
The entire monetary system of industrial society is criminal and destructive.......Out of millions of species on earth only the lunatic human species invented money.........Out of millions of species only man needs money to live on earth.......Out of millions of species on earth human species is the only crazy one whose food comes from money.
Industrial society created the monetary system to sell and purchase consumer goods and services.........Production of consumer goods and services has destroyed the planet.
There was very little exchange of money in pre-industrial / agrarian society........There were very few consumer goods in existence and they were mostly exchanged through the barter system.

All problems of industrial society have either been created by industrialization or worsened by industrialization.........All problems of industrial society are unsolvable because industrialization itself is the cause of problems.........Problems of industrial society can go away only when industrial society goes away.
Man has spent more than 99.9% of his time on earth in non-industrial societies.
Man lived in hunter_gatherer society for one million years........Man lived in agrarian society for 10,000 years........Man has lived in industrial society for just about 100 years during which he has destroyed the entire planet.
If Urban Society stops its supplies to Rural Society it will live forever.
If Rural Society stops its supplies to Urban Society it will die within a month.
That is the worth of Urban Jobs, Consumer Goods, Growth Rate, Economy Rate and GDP.
