I disagree. Many good policies begin with "in a perfect world....." and are tempered with what is actually possible. There is no "perfect outcome" for this. There is only one outcome and it's a terrible one. Over the next several decades, many hundreds of millions of people, if not billions, are going to die. Isn't it interesting that every day you have british homeless and the cat ladys generally do nothing for them but they will do stuff for economic migrants from abroad pathological altruism.

Well altruism originally was used for your tribe, so if you were a warrior and you died for your tribe you still helped push near genes to yours into the future . you might not survive but your near kin did .
What we have now is altruism directed at the distant stranger over the near kin, this is barmy from a evolutionary point of view, its a sign of mental illness
