Depends on where you are in the USA. In Chelsea Vermont probably not but say in Chelsea Massachusetts parking spots a as scarce as yours.

People should be concerned about runoff, but they are not. 4 paved front gardens have gone in on our street in the last few months, not one of them has a soakaway, they drain straight onto the pavement and road.

Bet they didn't get Planning Permission! You need it 'round here, not sure if it applies where you are. If it does, dob them in (amonymously, natch)!

No, you don't need it around here, it's a 30 quid licence from the Council. I've noticed that more recent ones have a gully at the front as IF they are leading to a soakaway.
