That instruction manual is scary. I mean, at no point does it actually recommend improving your service (e.g. lower price, higher reliability...) so as to face-down the competition by honest means.

Heh heh. What about, "A union that may not be that friendly to your company under ordinary circumstances may decide to oppose a public power takeover because it will mean a loss of jobs".

Good luck to Boulder with their aim of replacing coal with gas but I suspect it will end badly.

I also don't really follow their argument that it is OK for them to influence public opinion because they are poor but not OK for anyone else to....surely they should trust the democratic principle that they hold so dear?
