What can we do to change the minds of decision makers and people in general to actually do something about preparing for the forthcoming economic/energy crises (the ones after this one!)?

Cashback! Isn't that where you borrow more money than you need so the lender makes more money out of you, rather than just charging less in the first place? :roll:

Yes, I raised that very point with a senior civil servant at DECC. She agreed with me but said there was no chance of getting anything out of he Treasury while deficit reduction was high on the agenda. As far as she was concerned the important thing was to get people to insulate the houses and she didn't care much about how it was funded so long as the job got done.
