What can we do to change the minds of decision makers and people in general to actually do something about preparing for the forthcoming economic/energy crises (the ones after this one!)?

Whoa... I smelled a rat as soon as I heard of this spat, and here we are. I suspect this is the beginning of a rout of the Civil Service's "troublesome" senior staff as the Government starts in earnest its campaign of withdrawing civil liberties.

I agree, the rout is starting, the groundwork has already been done with numerous senior civil servants thrown to the dogs. Suits me, makes the real targets more obvious
I suppose it's government ministers who when called upon to make cuts in their departments' Labour bloated expenditure find those cuts in the front line services rather than in the back office. It's government ministers who cut our front line soldiers, sailors and airmen while supporting enough generals to make up a regiment, an admiral for each ship and an air commodore for each plane. It's government ministers who cut front line police officers and keep all the senior staff in their cushy admin posts.
