Well the conspiracy theory I heard was about the apparent police stand down. Why didn't they start arresting people immediately? Doing nothing clearly brought out loads more people on to the streets and kept the riot going for much longer.

Well the reason is because a huge great spectacle like that takes all the focus of our corrupt police force, corrupt PM, and corrupt media - the phone hacking scandel in other words. The police and PM can rush in and save the day and the media can regain it's dignity by it's tirade of moral outrage against the rioters.

It's an interesting theory but unless there's some evidence to support it I think the simpler one, that the police were just out numbered, is far more likely.

That was certainly the effect. The question is whether it was a cock-up or a conspiracy. I'm voting for the former.

They may have been outnumbered but why didn't they arrest at least some people? There was a clear policy decision here that contrasted markedly with that applied in the student protests. I can't believe that the awful PR the police have received in the last few weeks didn't play a role in their decision about how to handle these riots.

The story is that when they arrest someone they have to take a couple of officers off the scene to accompany the prisoner. (I'm not sure I believe the story completely.)

Because arresting someone means you have to accompany them to the station and fill in reams of accountability paperwork. Honestly - hours of overtime goes on arrest reports. Coppers don't like arresting people in general for this reason. Arresting someone in a riot means leaving your pals behind short-handed.

Don't they usually have great big cattle trucks that only go to the station when full? I thought that it was the case that because it was holiday season many officers were on holiday AND the numbers of people out in the streets was pretty high and they were pretty mobile.

Interestingly I haven't seen one estimate of how many people were out in London.
