Not totally beyond the realm of possibility Maudibe, though if (and it's a big if) there's anything in your hypothesis, I'd think it more likely that the riots would be instigated to get the general public onside for massive crackdowns on public disorder after TSHTF.

Might have been the ones expected to resign soon anyway, after completing a revised tax return at the invitation of HMRC? Though I can't imagine such opportunistic corrupt officers ever being able to set up a protection racket on such a grand scale though, colluding with Gangsta Boyz rather than corporate scum.

Yes but a) it wouldn't be regarded as incompetence if it suits the agenda of the very top layers, and b) the elites have rigged the system so that today "even the Captain of the Titanic would have got a bonus for launchng the lifeboats" according to Anthony Hilton in the Standard.

I've studied media and it's all very grey areas there, things often get blown up just to keep the population away from thinking about other issues. I'm not saying this is the case, just elaborating further on your point.
