2) If you have cavity walls, they must be filled with insulation
3) Low energy lights (CFLs) must be fitted throughout
4) The heating system must have (digital) controls.

so not that onerous, really.a. You have minimum loft insulation to meet current building regulations, where practicable - e.g. 270mm of mineral wool.
b. Installed cavity wall insulation (if you have cavity walls).
c. Using low energy light bulbs in all appropriate light fittings.
d. Installed basic controls for your heating system to include a room thermostat and a programmer or timer.
It is one of the better aspects of the programme, I reckon. In the old PV grant and clear skies schemes I seem to remember you only had to fill in a DIY home energy survey and you were not obliged to carry out any of the recommendations - meaning that you could get a generous grant on a wood heat system in a house that leaked heat like a sieve or fit a a PV system in a building lit up like a Christmas tree with tungsten lamps. Silly.
