Just read Afterlight, the peak oil novel, if you want to see what happens

Gangs of young men with guns and knives raping and murderering people for food.
These people will soon become the very "gangs" you mention, given the survival circumstances anyone would.

Hanging for cutting down trees, now there's a thing...and hanging for high treason was still on the books until the 1990s I trow.

No, I personally wouldn't murder or harm anybody to steal food - and most people are similar.
Peace always has been and always will be an intermittent flash of light in a dark history of warfare, violence, and destruction

Hunger can/has driven people to do such things.
I would love to think I wouldn't harm another human being,alas....I can say that with a full belly sitting here typing at my computer desk.

If you have not eaten for a couple of days your hunger and food is the only thing you will be able to think about. In situations of extreme hunger the frontal lobes of the brain shut down to conserve energy, shedding all your inhibitions leaving behind only your baser instincts and the need to feed. Then people suddenly find ideas such as cannibalism quite attractive. As people like to justify there actions post facto if that happens enough cannibalism could become an accepted part of the culture.

Denying criminals food will come naturally when common law abiding people are hungry.

Unless the criminals are first thing on the menu.
