If you're looking for low population density I wouldn't be looking at the west midlands or shropshire. I'd say Scotland would be your best bet (house prices are also significantly cheaper than most of England).
I think for a house deposit you're probably looking at around 10-20% deposit. I may be wrong on that but if I'm remembering right that's about what I had to pay.

A point i forgot to make first was hyperinflation is not out of the question, as a result house prices could in fact rise as well as stocks, while at the same time be falling in _real_ value

While im not saying things will get to that extreme, it makes sense to look for a way to preserve wealth in something safe, be it useful goods or gold etc, as many have said education is essential, I would get out of Malta ASAP i dont want to think how bad things could get there.
