Policy Exchange - sustainable air travel???

Policy Exchange - sustainable air travel???

What do people think about the Policy Exchange's document on making air travel sustainable (ie. less carbon emmissions)? The report they produced is here:

I've not read it in full, but basically they seem to say that biofuels are the answer....
