Page 17:

Business as usual for some then...

Page 21:

Let me guess, they're talking about Western Africa where all the oil is!

And page 35, straight to the point:

"Military planning should view climate change as a threat to the balance of energy access, water supplies, and a healthy environment, and it should require a response.?

There was another report I posted a while back, called "Recomendations to the Nation on Reducing America's Oil Dependence" (3mb+ pdf file) which was published by a similar bunch of retired generals calling themselves SAFE : "Securing America?s Future Energy".
