Every new home will be zero carbon

What can we do to change the minds of decision makers and people in general to actually do something about preparing for the forthcoming economic/energy crises (the ones after this one!)?

The problem will be the ones they build before PO. If they're built without proper insulation they will be worse than useless after PO.

I agree that there won't be much conventional building after PO, but there could be some very good unconventional stuff built.
