NENGOs' 15-yr obstruction of Contraction & Convergence ?

- I'm interested to see on Calvin Jones' excellent site the Jan 05 report of "The International Task Force on Climate Change"

At the foot of Page 6 it gives a clear and formal, if guarded, affirmation of the need
for the internationally recognized climate policy framework of "Contraction and Convergence", and does so without naming this framework.

Given that C&C has been demanded as the basis of UNFCCC negotiations by the Africa Group of Nations and by the EU Parliament,
as well as by numerous government commissions, scientific institutes, industry bodies, religious leaders and others in high positions around the world,
seeing a joint UK-US-Aus quasi-official report affirm C&C is a significant step forward.

So why is it that the Northern Environmental NGOs share the near-total silence of Blair, Bush & Howard on this issue ?
Why isn't the demand for C&C the core focus of the forthcoming climate demonstrations that they are sponsoring ?
What exactly is their problem ?
