We cant afford to be picking winning strategies or technologies now as getting it wrong would be disasterous.

I think people are aware of that risk, and it drives them to procrastinate.

I know. But we need to be backing ALL the horses at this point in time. It's the cost of doing that that results in the procrastination. It hasnt sunk yet that the cost of NOT doing that will eventually be much higher. Chancellors dont like the thought of "Manhatten Project" scale spending, which is what is required. It gives them sleepless nights and ulcers.
