What can we do to change the minds of decision makers and people in general to actually do something about preparing for the forthcoming economic/energy crises (the ones after this one!)?

I know. But we need to be backing ALL the horses at this point in time. It's the cost of doing that that results in the procrastination. It hasnt sunk yet that the cost of NOT doing that will eventually be much higher. Chancellors dont like the thought of "Manhatten Project" scale spending, which is what is required. It gives them sleepless nights and ulcers.
