Four options for harnessing tidal power from the Mersey Estuary have been identified in the first stage of a feasibility study published yesterday (March 4).
Out of a possible 14 options, a long list of four potential schemes will be taken through to stage two for further assessment. The technologies identified include a tidal power gate, tidal barrage, tidal fence and pressure-based device Spectral Marine Energy Converter (SMEC).

Could be worth a punt. It says it will supply a million homes which I take to be 500MW to 1000MW. Cheaper than the Severn and could serve as a testbed. Maybe there are no bird sanctuaries to worry about either.
Was there an indication whether it would be a barrage or a "tidal fence"?
The Merrrrsey (in my best scouse accent) estuary is quite narrow and then widens out inland and, according to this online chart, not very deep. About a mile across I would guess and less than 20 metres deep (though God knows how much mud depth there is before you get to rock).
