How is Vegas not suffering blackouts? I expect it's hotter there and they use more energy or is power supply more of a priority to a place that brings in more money??

A guess... Age of infrastructure. Las Vegas started to grow in the 50's from virtually nothing - a few bars out in the desert. IT has seen a spurt of growth during the last 20 years.

New York is the oldest major city in the US, and was the first to get electricity in the 19th century. The first electric street lights went up in the 1880's

I imagine New Yorks electricity supply is a real patchwork quilt that is constantly being upgraded ad hoc either as bits fail or approach / go past their design life or are judged to be unreliable,

The reliablity of the whole system would depend how high a value Con Ed. puts on reliability versus its profitability. Ive no idea how the American electricity companies are regulated or how close an eye is kept on the overall state of the system.
