Depends where it falls I suppose. If it floods the coastal rivers and then flows into the sea with nitrates etc it is not doing much good.
If however, it flows into the interior, eventually ending up in either the endorheic Lake Eyre basin or the Murray-Darling river system about three months after the rains which always seems to need water.
I once read that in a rainy year enough new vegetation will grow in Australia to completely negate all Australia's man-made CO2 emissions. In a bushfire season however, there will be CO2 emissions from the fire greater than all the man-made CO2 emissions. It's a case of having it both ways.
As to whether it is normal I am not sure. When I first moved to Australia the town I was in got 600mm in a weekend from a tropical storm aftermath and it was a case of walking down the street with no socks as it was more like paddling. For Australian weather I like the poem "Said Hanrahan" for the reaction to Australia's unpredictable weather.

At least the expected amount of rain has fallen and large scale flooding with several lives lost has resulted. But don't worry, a concerted effort should catch those who engineered it all !
