If oil stays below $80 then only government subsidy will provide the cash to develop most arctic oil.
The environment's best bet is a hard financial crash leading to massive deflation and deep depression, lasting 20 years or more. By the end of that, the technological skills to extract the most damaging oil and gas will have been lost, and the total carbon that humanity will be in a position to burn will have been substantially reduced.
Society will not meaningfully reduce carbon emissions voluntarily.
