Can anyone think of anything the government has specifically changed over the last year or two to increase rate of UK (a) CO2 emissions reduction or (b) energy efficiency improvement beyond what was already happening?

Why would it? They are a bunch of climate change deniers with vested interests in the fossil carbon industry and a political philosophy for shrinking the role of the state.
