Getting back to the heat pumps: don't they require huge amounts of insulation in order to be effective (esp. air-source, which are a lot cheaper to install)?
Actually I think the tacit assumption by HMG is that they'll be powered by nuclear.

As The Inspector's earlier replies on another thread show people install them because the installation costs are cheaper than a good insulation job. To work properly, the house should be insulated to bring it's heating requirement down to the heat pump output. Most insulation salesmen wouldn't point this out as it adds a cost to their installation and then it can be seen by the customer that insulating the house might be the better investment. Not that the Inspector would agree to that as he works on the plainly stupid premise that fuel costs won't rise.
