Great book. First read it when I was 12 and it really captured my imagination.

I don't remember the title or author or even if it was a novel or just a short story in a sifi mag but the story line was that some Mad scientist had released a gas that rendered 99 percent of the humans sterile. Of course the population began to decline and countries competed in having the most viable couples with womb napping becoming a thing. End result was the end of pollution and the rise of fish stocks etc. returning to pre industrial revolution levels.
Anybody recognize it?
