Sounds useful, but the main barrier to the use of lightweight petrol scooters is the risk of theft, thieves simply cut any lock or chain and put the machine in the back of a van.
I would expect an electric scooter to be at least as vulnerable to thieves.
And since the battery is stated to be easily detachable for charging, I presume that it is readily stolen, therefore you cant park with the battery in place.
The report is not very well written is it ?
Lithium batteries lighter than silicon indeed ! no mass market battery uses, or ever has used silicon, as a major component.
And you "may notice a spike in your electricity bills", most unlikely since the consumption of such a small lightweight vehicle would be a very small part of the average bill.
