One of the less reliable newspapers suggested that the crash was caused by an airline submitting a badly formed flight plan. The implication being that the CAAs software does not do the most basic data checking on its input data formatting from third parties. For a national critical software system.
Unfortunately, having worked for the CAA in the nineties, I can believe this is true.

It turns out the flight plan which triggered the shut down was filed correctly, but contained two different way points that had the same (correct) name, and this confused the software. Apparently, this is the first time in 15 million flights that this condition arose. Not impressed that the designers did not take this possibility into account.
