£400mn is 29,651 Seat Ibiza Ecomotives, each emitting 92g of C02/km

Or
16,000 £25,000 electric cars, each emmiting 79g of C02/km

If the cars being replaced emit more than 107g/km, the Ecomotive gives a better reduction than the electric car.

Janco
But it rarely does, and even if it did run off renewable energy, its not creating new renewable energy, that renewable energy could insted have lit a light bulb or powered an oven.
