Again, no. I've actually done experiments and calculations with engines on my course, and this is simply not true. It would be insane if it was true!Most of the gasoline in a standard internal combustion engine is actually consumed, (cooked, and finally, broken down) in the catalytic converter after the fuel has been not-so-burnt in the engine.

Its a scam thats been around for a long time in one form or another - there have been a number of copycat varients over the years. Pre-dates the Internet. The purpose of the scam was to get you to send money for the plans. Cost to print $1 cost to you $10. Nice work if you can get it.
Aqua scams come in a large variety of shapes and sizes. Scammers love 'special' water as the raw material is so cheap. The most popular scam currently in operation is called 'Evian' - available at all supermarkets.
