This could be one of those situations where you dismiss something out of hand as being too stupid for words when in fact, it could be the answer to all our problems... :D

I'm afraid it's another of those piles of steaming bulls**t.
There is a lot of thermochemical energy in gasoline, but there is even more energy in water. The DOE (Department of Energy) has quoted about 40%, so it is probably much more than that.
No, a lot of energy is released in forming water, and to break it up, you'd have to put the energy back in.
Most of the gasoline in a standard internal combustion engine is actually consumed, (cooked, and finally, broken down) in the catalytic converter after the fuel has been not-so-burnt in the engine.
Again, no. I've actually done experiments and calculations with engines on my course, and this is simply not true. It would be insane if it was true!

I wouldn't bother reading the rest of it - there's no point in finding out how to fit a system that will do nothing useful...

Nonsense. As Mike has pointed out, breaking down water to molecular Hydrogen and Oxygen requires energy, it doesnt produce any.

Its a scam thats been around for a long time in one form or another - there have been a number of copycat varients over the years. Pre-dates the Internet. The purpose of the scam was to get you to send money for the plans. Cost to print $1 cost to you $10. Nice work if you can get it.

Aqua scams come in a large variety of shapes and sizes. Scammers love 'special' water as the raw material is so cheap. The most popular scam currently in operation is called 'Evian' - available at all supermarkets.
