There is quite a large saving that still could be made on homes by externally insulating them and improving the air tightness. I designed an insulation installation on a 1970s house that had already had the cavities insulated and they've shown an 82% saving on their energy bills after they built an extension at the same time.
Air tightness, or more accurately air leakage, on most homes in in the 10 to 15 air changes per hour range while new Passivhauses are being built with an air tightness of 0.1 to 0.3 air changes per hour (maximum allowed is 0.6 against Building Regulations of 10)! While installing external insulation is is easy to decrease the leakage of the building very extensively.
