Water isn't usually a problem in the UK and if you're using it for cooking it's even less of a problem because it is likely to be boiled. Bread and beer were two of the staples of a poor man's diet at one time, both carb rich to give the calories. Not forgetting potatoes in Ireland.

Poor people (JAMs) were only reduced to eating high carbs when the Cleaned Up Nicely Thankyou'S deprived them of land and food. Broadly the same is happening today.
