Hmm.... I dont know. Ever had to deal with the bureaucracy in Spain, France or Italy?

Not directly. I lived in Germany for a while and it has a similar reputation. My feeling is that rules there are complex and many, but that they are not (contrary to the stereotype) always applied as slavishly, humourlessly or unthinkingly as in the US.

We were on a train coming back from Dresden to Berlin in October and I stupidly left our ticket in Dresden. The conductor could see that I was pretty stressed about not having my ticket. He accepted my credit card receipt and my story. I cannot imagine that happening in the US, or indeed here.
