The regimes in Germany (in the 30's) and Russia relied on fear and the prospect of being reported by your neighbour for the slightest infraction of the 'rules'. Everyone became a policeman (sorry - snitch).
In the current climate, egged on by program makers determined to prove that we're all benefit cheats and scoundrels, anything is possible.
