It appears to be a blog post about how surprised everybody is that HMG's Climate Change efforts based on attempts to change people's behaviour, are crap.
I could at this point hire myself out as a consultant and produce a long-winded 58-page report (complete with Executive Summary) for £48,000 but I think it's unethical and anyway I can't be arsed. So I'll say it in 5 lines:
HMG's exhortations to get us to change behaviour will always fail because:
1. HMG haven't changed their behaviour and we have a Sense Of Fairness
2. We don't trust them anyway
3. Every advert (I mean of the commercial rather than the COI type) exhorts us to change the opposite way (i.e. to buy more stuff)
4. Our entire infrastructure (including financial, which relies upon Growth in order to function) stops us from doing so
Oh and ActOnCO2 are looking for a new agent. Hmm I'm not doing much at the moment. I bet the JD specifies a driving licence.

Not having a fast enough internet connection to be bothered opening the links, I wondered why all this fuss was being made about a West London CO2 group. Maybe there's a capital letter missing from the topic heading
