Not Nebraska, no, but plenty of other places in the USA. The point is that these are people who refuse to be nannied or stuck with petty buerocrats, they get off their arses and deal with their problems without bleating for 'someone' to shepherd them nice and cotton woolly. They don't permit parasites.

When I said I could live there, it would have been more accurate to say I could live somewhere like that.
